Analysis of intergenerational justice of the "Mais Habitação" program

The recent study associated with the " Mais Habitação" program presents a detailed analysis of the housing sector in Portugal, highlighting the challenges faced by young and low-income populations due to rising housing costs. The study analyzes two of the program's initiatives, namely rent control measures and the expansion of social housing, assessing their potential to guarantee sustainable and equitable housing solutions between generations. The analysis also incorporates perspectives from the construction industry, shedding light on economic stresses related to material and labor costs that further complicate efforts to increase housing supply and affordability.

The study highlights the need for strategic policy adjustments to address the root causes of housing market disparities. By relying on easily implementable short-term policy solutions, such as rent control, the government tends to relegate to the background a comprehensive approach that prioritizes increasing the housing supply as a fundamental solution to achieving long-term market stability and equity. Emphasis must be placed on creating a balanced housing ecosystem that supports both immediate needs and future growth, ensuring that all segments of society have access to affordable housing options. This dual focus on resolving current challenges and preventing future crises constitutes the main recommendation of the study, with the aim of promoting a more inclusive and equitable housing market in Portugal.
