Can organizations harness performance evidence to motivate workers?

Many organizations adopt missions centered around social impact or environmental sustainability. The economics literature has shown that workers care about the mission of their job, which proved to improve selection and enhance performance. However, while any organization can claim an ambitious mission, not all will fulfill it with the same success. How do workers respond to evidence about their organization’s performance in achieving the claimed mission?

My job market paper provides the first experimental evidence that an organization can leverage existing evidence of mission accomplishment to enhance performance without altering incentives. I design and conduct a field experiment testing an evidence-provision intervention in collaboration with a nationwide public health program of the Ministry of Public Health of Guinea-Bissau. In particular, I provide front-line service providers with correct and up-to-date evidence of the program’s effectiveness in achieving the claimed mission of improving maternal, newborn, and child health. The intervention draws upon the official program evaluation. It provides data on the program’s target health indicators at the local level, their recent evolution, and the program’s effectiveness in improving them.

The main finding is an increase of 39 percent in healthcare services delivered door-to-door six months after the intervention. In particular, program recipients assigned to workers in the treatment group report receiving both more frequent and longer door-to-door visits compared to those in the control group. Moreover, they note a more comprehensive healthcare promotion and express higher satisfaction with the program.

These findings show the feasibility of leveraging existing evidence of mission accomplishments to enhance workers’ performance even in settings with scarce resources. They hold significant implications for public service delivery programs and underscore the potential of evidence-driven strategies to advance organizational goals. The direct policy recommendation emanating from this study is for mission-oriented organizations to explore the untapped potential of available evidence.
