Public policies frequently prioritize short-term impacts to satisfy immediate demands and ensure the re-election prospects of politicians, often neglecting their potential consequences for future generations. However, considering the well-being of tomorrow's generations entails striving for a fairer society where human dignity is equally respected across all generations. The Economics for Policy Knowledge Center, supported by the Gulbenkian Foundation, has been assessing various public policies through the lens of intergenerational fairness. According to our methodology, a policy is deemed unfair if it meets at least one of the following criteria: it increases inequality between generations, heightens intragenerational inequality, reinforces the transmission of inequality across generations, or restricts the choices available to future generations.
We illustrate this issue with two policies that yield short-term benefits but negatively impact future generations in the long run. Firstly, our analysis of rent controls demonstrates that while initially, such policies prevent rent hikes, offering tenants stability and enhancing housing affordability, landlords eventually adapt by withdrawing properties from the rental market, selling them, or renting informally without contracts. Ultimately, rent controls result in a transfer of benefits from future tenants — who face higher rents due to reduced housing supply — to current generations, who benefit immediately from stabilized rents.
Secondly, policies aimed at reducing immigration and refugee numbers, such as the Portuguese Action Plan for Migration, similarly overlook their long-term consequences. In societies with ageing populations, the declining ratio of working-age individuals to elderly people places a significant strain on public finance sustainability. Consequently, taxes must rise to sustain existing benefit levels and maintain balanced budgets. Increased immigration, conversely, could mitigate the necessity for such tax hikes by improving demographic balance and alleviating fiscal pressures.
