Inequality of opportunity and income poverty in Portugal: do circumstances matter?

Portugal has long suffered from high income poverty levels, exacerbated by the recent pandemic. Exploring potential sources of income poverty does not only reduce the deprivation level of current generations, but also help to build future generations with higher welfare levels.

My research aims to explore how individual income poverty status is correlated with a specific set of variables – circumstances, i.e., factors deemed beyond individual control in the inequality of opportunity literature. Using basic logit framework and representative sample of 30–59-year-old Portuguese adults, I have estimated the relationship between adults' income poverty status and their gender, their father's education level, employment and occupation status, financial welfare when individuals, migration status, and parental investment in children such as nutrition and school equipment. All information on circumstances, except gender, is collected from the period when individuals were 14 years old. The results show that individuals with more educated and higher-skilled fathers, better financial situation in the household where they have grown up and better parental investment when they were children have lower probability to be income poor when they become adults.

The contribution of these circumstances summarised as inequality of opportunity to total inequality in adults' income poverty status can be as high as 29%; moreover, household's financial welfare where individuals grew up is the largest contributor to inequality of opportunity in total inequality in adult poverty status.
